“CUSTOMS INNOVATION AWARD”
EFFICIENT, SECURE, TRANSPARENT AND RESILIENT GLOBAL SUPPLY
CHAINS

I.- INTRODUCTION
The Federal Administration of Public Revenue is the host of the
4th Innovation and Technology Forum to take place, for the first time in the
American continent, on November 12-14, 2013 in the Autonomous City of
Buenos Aires, Argentine Republic.
In this edition, the agenda structure of the Forum is based on
the use of technology to build efficient, secure, transparent and resilient
global supply chains, in line with the World Customs Organization (WCO)
slogan for this year: “Innovation for Customs Progress”.
It is a good opportunity to consider the evolutionary and
emerging challenges and risks that the Customs Administrations face every
day and to look for creative and innovative alternatives to face this complex
and dynamic reality.
The Customs Innovation Award is created to promote creative
events accomplish new methods and to promote innovation and the
exchange of ideas and successful experiences.
The innovation is a key element that has to be stimulated to
accomplish more effective and efficient responses, to accomplish the
expected results and the positive impacts, to increase the productivity and
the performance of the available resources and to strengthen the capacities
of the administrations through a continuous process of improvement.
This award reflects the importance that this Federal
Administration grants to the innovation and the commitment it has to
strengthen the international exchanges as a key element to take advantage
of the innovation.

II.- PARTICIPANTS
- Foreign universities that have careers related to foreign trade and
technology;
- Foreign agencies with which this Federal Administration conducts a
coordinated border management.

III.- HOW TO PARTICIPATE
The participants must submit a paper about the subject matter
“innovation in the supply chain”. Said paper could be about any aspect and
process related to the safe, efficient, transparent and resilient supply chains.
This is an exclusive requirement.
The paper could be about administrative internal procedures or
about processes related to strategic alliances with the private, academic and
governmental sector, with other Customs Administrations and agencies with
which it conducts a coordinated border management.
There are many subject matters to choose. The paper could be
about the legal aspects, the procedures, the use and exchange of
information, the technology applied for the control, the information systems,
the work management and processes, the risk management, the
administration of the resources, among others.
The paper must be about the innovations implemented that
brought positive changes to the supply chain management that could be
reflected in qualitative and quantitative measurements (historic if they were
already implemented or expected if they are going to be implemented).
The paper must have the format included in the Annex “Proposal
for the Customs Innovation Award” and it must be a PDF file. It could be in
Spanish or in English.

IV.- PRESENTATION OF PAPERS
The proposals shall be received until the twelve am (00.00 hours)
of 09/21/2013, by e-mail to: fortalecimiento@afip.gob.ar indicating as
subject: “Proposal for the Customs Innovation Award”.

V.- EVALUATION AND SELECTION OF THE WINNER
The Evaluation Committee shall be in charge of evaluating the
papers. Said Committee will be formed by representatives of the Systems and
Telecommunications General Deputy Directorate of the Federal
Administration of Public Revenue, of the Customs General Directorate and of
the Customs Consultative Council (CCA).
The evaluation will be focused on the innovations that represent
the most important added value to the management of the supply chain.
Therefore, it is important to include the impact and positive results obtained,
the costs, the sustainability of the initiative and the possibility to obtain
better developments.
The results of the evaluation will be informed from October 7-11,
2013.

VI.- AWARD FOR THE WINNER
The award will be:
- The registration fee (three hundred Euros (€300) for the 4th WCO
Innovation and Technology Forum;
- The international airline tickets;
- The accommodation during the days of the Forum;
- The winning paper shall be published for its dissemination.

1. Brief presentation of the innovation describing the main aspects of the
innovation and its importance (50 words maximum).
2. Description of the innovation (500 words maximum).
2.1. Problems/situations to which it is destined: what is the
problem/situation that originated the innovative initiative?
2.2. What is the innovation exactly?
2.3. Mention what is original about the proposal, its relation with the
purposes to be achieved and the initial assessment
(problems/opportunities).
3. Presentation of the most important results, accomplishments and impacts
reached by the implementation of the innovation (250 words maximum).
3.1. Description of the result and achieved accomplishment.
3.2. Precise presentation of the results and accomplishments through
qualitative and quantitative representations.
